The Defence Minister Shri AK Antony has assured the Services that the Government was fully committed to implement the One Rank, One Pay (OROP) Policy and that required funds will be made available to ensure its implementation. Chairing a meeting of the top brass of the Services and senior officials of MoD, here, last evening, Shri Antony said the Finance Minister had clarified that the figure of Rs 500 crores made available to implement the scheme was only ‘indicative’.

The meeting was convened by Shri Antony to discuss the modalities for implementation of OROP. It was attended among others by the Minister of State for Defence Shri Jitendra Singh, the Defence Secretary Shri RK Mathur, Secretary Ex- Servicemen’s Welfare Smt Sangita Gairola, Secretary Defence Finance Shri Arunava Dutt, the three Service Vice Chiefs  and AG from the Services Headquarters.

It was noted that “OROP implies that uniform pension be paid to the Armed Forces personnel retiring in the same rank with the same length of service irrespective of their date of retirement and any future enhancement in the rates of pension to be automatically passed on to the past pensioners. This implies bridging the gap between the rate of pension of the current pensioners and the past pensioners, and also future enhancements in the rate of pension to be automatically passed on to the past pensioners”.

Shri Antony directed that the Controller General of Defence Accounts should initiate immediate necessary steps in consultation with the three Services, MoD Finance and Department of ESW to give effect to the decision. He also emphasized that family pensioners and disability pensioners would be included. Ex-Servicemen may also be appropriately consulted by the Services, Shri Antony said.

It may be recalled that improvements in the pension for Defence Services have been effected by the Government on three occasions in recent times - in 2006, 2010 and 2013. As a result of these changes, the gap in pension amount between pre-2006 and post-2006 retirees has been bridged substantially. However, keeping in view the long- standing demand, the Government has accepted the principle of OROP for Defence Services.

It looks funny but the senior Service officers names (Vice Chief,AG etc) are not mentioned in the PIB news release which is supposed to be the official agency for all govt announcements.Service Hq should tell them to follow the correct protocol (hope there is one )

Sir, The fund allotted for sanction and disbursement of OROP to the pensioners are for the current FY 2013-2013 which lapse on 31 March 14 as it is a yearly alootment which cannot be carried forward to the next FY unless there is fresh allotment in the new budget, that will be done by the NEW LY ELECTED government. The OROP has been accepted in PRINCIPLE by the MOF, hence making effective from 2014-2015 FY is a dream come true and a poll gimmick. Lt. Col. A.P.E. Kutty (Retd) Mob. 09496119539

I agree with Mr Venkatesh's observation. Not mentioning names of senior service officers only shows the current mindset of MoD in which the even senior service officers are neglected and not given due regards. The service HQ should object to this practice. Hope things will change going forward.

One rank one pension should not be seen as a favour doled out by Mr. Antony and his gang. Ex servicemen have been terribly wronged in the past. Not only should the political and bureaucratic establishment set right the past wrong doings they should also render an unqualified apology for their deliberate acts of commission and commission. One must thank the self less devotion of a handful of public men like Mr. Rajeev Chandrasekhar for the espousal of the cause of veterans.

This is an opportune moment for RDOA to represent, on behalf of all its present and future members, as well as all the other stake holders whose interests RDOA's mission has steadfastly supported.

The time is now ripe for RDOA to consider an attempt, through representations, a rationalisation of the anomalies that presently exist in respect of pensions and which could be carried forward into any "OROP" scheme the Govt may choose to implement.

RDOA have already indicated possibility of future litigation regarding pre and post AVS pension anomalies. Affected veterans are waiting patiently to join those efforts as and when these are initiated.

But in the context of OROP implementation, RDOA could also nip future anomalies in the bud by seeking corrections on issues such as this one.

Instead of having the ' perpetual victim ' mindset, suggest we do not concentrate on trees of names not mentioned and re-focus on the woods of issues not mentioned/resolved.

Raise vociferous objections thru all channels on issues, rise above individuals.

MOD WILL GIVE MONEY IF THE GET MONEY BACK FROM ITALY AGUSTA ..HHAHHAHAH...WE CAN JUST WAIT WHAT ELSE WE CAN DO SIR.....GOVT CANT GIVE 6% INTERERST TO US WHICH IS ACTUALLY OURS....AND APPROACHED THE COURT....BUT NO TIME TO GO ITALY AGUSTA TO ASK THEM TO PAY BACK THE MONEY WHOPPING 1226 CRORES......CERTAINLY 450 CRORES IS LESSER THAHN 1226 CR

I received this from a friend.Is it true?:Army HQ has calculated OROP as on 01 Apr 2014- All basic pay; Capt 20480.00 , Maj 22030.00, Lt Col 33390.00 , Col 34330.00, Brig 35050.00, Maj Gen 36270.00 , Lt Gen 38250.00 & Gen 45000.00. This has been calculated & fwd to MOD for further necessary action.....

MOD,DESW has already written a letter to CGDA on 26th Feb,14 to work out the modalities in consultation with Service HQs ( who in turn may appropriately consult ex-servicemen), Department of ESW and MOD(Fin)and take necessary action to implement the same i.e.OROP.
