MINUTES OF THE ANNUAL GENERAL
MEETING HELD ON 15 SEP 2019 AT DSOI DHAULA KUAN, NEW DELHI – 110010 AT 1130 HRS

Annual General Body Meeting
(AGM) of the Retired Defence Officers’ Association (RDOA) was held on 15th
Sep 2019 at 1130 hrs at DSOI Dhaula
Kuan, New Delhi – 110010. House assembled at 1100 hrs, because of lack of
quorum it was adjourned for half an hour and reassembled at 1130 hrs. The
meeting was attended by 25 officers.

Welcome Address by the
President RDOA: Lt Col BK Sharma
(Retd)

President welcomed all the
members to the 8th AGM. He stated that the last AGM was held on 25 Nov
2018 and the minutes were posted on our blog on 07 Dec 2018 for the information
of members. He informed the house the state of membership as on 15 Sep 2019.

AGM has been called
basically to present and pass the accounts of the FY 2018-2019. Adequate
publicity was given for this meeting by posting the notice on RDOA’s blog on 08th
Jul 2019 and notices were displayed at various ECHS Polyclinics i.e Base
Hospital, Lodi Road, Sohna Road, at Army
Golf Club, DSOI and at few AWHO Complexes in Aug 2019. Emails were also sent to
various members. Points for interactive session received from the members will
be discussed during the meeting.

The President said that only important and authentic
information is put on association’s blog “rdoaindia.blogspot.com”
which is updated regularly. He requested all members to see the blog
regularly and also motivate other officers to join RDOA to strengthen RDOA’s
objectives.
5. President
read out the names of the members who contributed voluntarily towards RDOA’s
Corpus fund during FY 2018-2019.

President then proceeded with the
remaining agenda points.

Confirmation of Minutes of
the AGM held on 25 NOV 2018.
7. The
salient points of the AGM held on 25 Nov
2018 were read out to the members by Secretary Col Rajiv Kakra. There being no
observation, the minutes were passed duly proposed by Lt Col AK Gupta (M. No. 869)
and seconded by Brig Kartar Singh (M. No. 3653).

Presentation and Passing of
Accounts for FY 2018 - 2019.

President presented the Accounts for the FY 2018- 2019. He further
briefed the members on the state of A/c, various incomes/expenditures during
the financial year. He also informed the house the details of FDRs and members state
as on date. There being no further query/observations
the Accounts were passed duly proposed by Col VK Sharma (M No. 3743) and seconded by Major Raghbir. Singh (M
No. 2456)

Progress of Court Cases
9. President
briefed the members on the progress of the ongoing court cases.

Points from Members
10.
Following points were received from members:-
(a) 2563 Major RP Sehgal The matter should
be taken up with appropriate authorities
that all Majors with 13 years or more
service and retired pre 1996, should be given the pension of the rank of Lt Col.
OR
Let your legal expert advise me the
course of action at my end.
Decision
We will wait for the outcome of pre 1996 retirees
(Maj and equivalent getting pension of Lt Col) case pending in The Hon’ble
Supreme Court before deciding the future course of action.
(b) 1813 Col Rakesh Sachdeva Non Functional
Financial Updrade has been
sanctioned by the Government of India
for all paramilitary and police forces. Not granting NFU to Military Personnel will be discriminating and a factor which will affect the izzat and morale of the defence forces personnel. RDOA should take up this issue strongly in a
manner deemed fit by the General Body of the RDOA.
Decision
Matter is in Supreme Court and at concluding
stage. Final outcome is expected after
the Constitutional Bench finishes with the hearing of Ramjanam Bhumi case. Let
us wait and hope for the favourable judgement of Hon’ble Supreme Court.
(c) 2456 Major Raghbir
Singh I would like to inform
that there was great injustice done to
Major’s rank as No major was superannuated in the year 2013 and live data
was taken from a Major premature retiree who has done 22 years of service and a part D casualty. Pension Sanctioning authority had
taken his last pension as bench mark for all Major who
even having more qualifying i.e till 33
years. We have approached various authorities i.e CGDA, PCDA and DESW but no body is ready to listen to our grievances. My point is RDOA should take
up our issue with appropriate authority so that we can get justice. Now 2nd
revision is in pipe line so our concern
also be heard before revision.
Decision
Major Raghbir Singh who was present in the
meeting was advised that affected officers have to approach AFT
individually. As an association we can not approach AFT. Affected officers
should approach AFT. We will extend necessary help thereafter.
AGENDA POINT NO. 6
Any other Point with the
Permission of the Chair
11. Gp
Capt BM Karir (M.No. ) said In ECHS most of medicines are NA as also the
procedure for referral is cumbersome. The same should be simplified as on the
lines of CGHS.
Decision
As
per the information available Funds have now been allotted to ECHS and
medicines are available. However RDOA
will be take up the matter with
MD, ECHS to resolve the issue.
There were no further points from the
members.

Vote of Thanks
12. Meeting
was closed at 1315hrs with a vote of thanks proposed by Col DR Semwal
(M.No. 3739) and seconded by Col DM Bahl (M. No. 2482). Most of the members got themselves
examined by a team of Medicos (from Jeevan Sudharo Welfare Society) part of
free Health Camp.
