RETIRED DEFENCE OFFICERS ASSOCIATION (RDOA)

MINUTES OF THE ANNUAL GENERAL BODY MEETING HELD ON 

10th  NOV 2024  AT DSOI DHAULA KUAN, NEW DELHI – 10 AT 1130 HRS

1.    Annual General Body Meeting (AGM) of the Retired Defence Officers’ Association (RDOA) was held on 10th Nov 2024 at 1130 hrs at DSOI Dhaula Kuan, New Delhi – 110010. House assembled at 1100 hrs, because of lack of quorum it was adjourned for half an hour and reassembled at 1130 hrs. The meeting was attended by 20 officers and 07 ladies.

AGENDA POINT NO. 1

Welcome Address by the President RDOA:   Lt Col BK Sharma (Retd)

2.      President welcomed all the members to the AGM. He stated that the last AGM was held on 05th Mar  2023 and the minutes were posted on 18th Mar 2023 on  our blog for the information of members. This AGM is being conducted to pass the accounts for the FY 2023-2024. He informed the house the state of membership as on date.

 

3.        President said with  profound grief  that 08 members (known cases)   left for heavenly  abode since last AGM. Condolence letters on behalf of all members were sent to the spouse along with the Ready Reckoner (Action to be taken by family/NOK in case of demise of Pensioner) & draft letters to various offices/authorities.

 

4.         He  further informed that Retired Defence Officers Association is registered with Registrar of Societies under societies Registration Act 1860 and its registration No is 57557 of 2007. RDOA is acting as an agency to resolve issues/matters pertaining to retired defence officers and widows with Govt/ other authorities. Our association is not affiliated to any political party.

 

5.     He  thanked   Lt Col PS Rana and Lt Col OP Saxena  for voluntary Contribution  of Rs. 13,000/=  & Rs, 10,000/= respectively towards RDOA’s corpus fund.

6.       He  said that only important and authentic information is put on association’s blog   “rdoaindia.blogspot.com” which is updated regularly. He requested all members to   see the  blog regularly and also motivate other officers to join RDOA to strengthen   RDOA’s objectives.  Only one member has joined us since the last meeting.

 

7.         He  further informed that not even a single paisa has been spent/expended by any of the office bearers on transport, telephones, internet and secretarial support from association’s fund. We trust that in the years to come the unstinted support of its committed membership will enable the RDOA will grow from strength to strength. The President further thanked all members for their whole hearted support.

 

8.    President then handed over to Col Rajendra  Kumar Tripathi, Secretary, RDOA to proceed with the remaining agenda points.

AGENDA POINT NO. 2

Confirmation of Minutes of the EGM held on 15th Oct 2023.

9.      The salient points of the  EGM held on 15th Oct 2023 were read out to the members by Secretary          Col Rajendra Kumar Tripathi. There being no observation,   the    minutes    were passed   duly             proposed   by Col  Hardeep Sodhi (M No. 3734) and seconded by  Col V K Sharma (M. No. 3743).

 

AGENDA POINT NO. 3

Presentation and Passing of Accounts for FY 2023-2024.

10.  President presented the Accounts for the FY 2023-2024. He further briefed the members on the state of A/c, various incomes/expenditure during the financial years. He also informed the house the details of FDRs and members state as on date. There being no further query/observations the Accounts were passed duly proposed by Col D M Bahl (M No. 2482) and seconded by  Col D Pratap  (M No. 3712).

AGENDA POINT NO. 4

Points from Members

11.   Major RP Sehgal (M.No. 2563) has sent the following point:-

        Reference was made to Minutes  of AGM Nov 2018 para 12 where he had

        requested that:- 

       “The matter should be taken up with appropriate authorities that all Major

       With 13 years or more service and retired pre 1996 be given the pension of

        The rank of Lt Col or let your legal expert advise me the course of action at

         my end”. Please get the matter discussed  in the AGM and the case taken

         up with Govt or legally as decided.

Decision

12.   Decision given during AGM Nov 2018 was:-

        “We  will  await for the outcome of pre 1996  Major and  equivalent   getting

         pension of  Lt Col pending in the Hon’ble Supreme  Court  before  deciding

         the future course of action”.

         As  the matter is sub-judice  (still pending), our decision taken during  AGM

        2018 stands.

 AGENDA POINT NO. 5

Any other Point with the Permission of the Chair

 13.  Col. V K Ogra raised the point that the RDOA should take up a case with    

        MD, ECHS to build washroom/toilet in/near parking areas of ECHS Poly    

        clinics as there are no washroom facility for drivers over there. He also

        raised the point that since a number of retired officers keep visiting their

        children settled abroad where they often have to stay for longer periods like

        4 to 6 months. Since ECHS provides medicine for a maximum of 30 days it

        becomes problem for such officers to purchase medicine in a foreign

        country where generally medicines are very costly.

Decision

14.   The President assured to take up the case with MD, ECHS and HQ Delhi

        Area to create this facility at each parking area in general and ECHS Poly

        clinic at Base Hospital, Delhi in particular.

 15.  Col Hardeep Sodhi. Raised the point that RDOA should take up a case

        for enhancing the age of retirement for the rank of Colonel in Army from

        54 to 57 on the lines of Navy.

Decision

16.   The President stated that since ours is an association for primarily taking    

        Care of concerns and welfare issues of retired defence officers it would not  

         fall within the scope of our concerns to take up issues relating to serving

        officers.

 17.   Capt (IN) Krishan Kumar suggested that RDOA should organize 

         felicitation of  Its senior members who are above  80 years.

Decision

18.   The members welcomed the suggestion and the President assured to do 

        so in future GBMs.

19.   There were no further points from the members.

AGENDA POINT NO. 6  

Vote of Thanks

20.   Col DR Semwal, Vice President  thanked the members for their presence and spirited participation in the AGM 2024. The Vote of thanks was proposed by Col V K Ogra (M. No.1274 ) and seconded by Col Rajiv Kakra (M. No. 1314 ). Meeting was closed at 1330hrs

21.    Meeting was followed by interactive session & lunch.

 

22.   During interactive session President invited Ms Shreya Kumar, D/o Our  august member Capt (IN) Krishan Kumar to come forward  and give a brief presentation on the Art of Tarot Card reading and its effects.   

         She mentioned that it was a GOD given gift to her. She is also Spiritual Life Coach and  certified Reiki Healer. On You Tube she is known as “The Healing Goddess Hindi”.  Everyone present in the meeting  appreciated and blessed her. On behalf of Retired Defence Officers’ Association, President thanked her for wonderful talk,  blessed  and wished her progress in life.
