Submission of Documents

It is intimated that there are a large number of officers who have yet to submit their documents as asked for by their respective CDAO's (Army/Navy/Air Force) in particular copy of PAN card/ PPO. Payment of arrears are held up for want of complete documents. Those who have not done kindly do the needful.

2. It is reteriated that 'Contempt action' proceedings will be initiated by RDOA as planned.

Why can't the PCDA(O) post a list, on their web site, of IC Nos whose details have not been received. All documents have been sent months back.

I understand that the CDAs are accepting the documents of officers commissioned on or before 01 Jan 1986. What about those commissioned after 01 Jan 1986?

GPO New Delhi : MP 5&6 Adjutant General’s Branch ~ What Role They Are Playing?

1. List of officers whose details have already been forwarded as on 01 May 2013 – is as per RKPAYMAY203 (attachment at http://indianarmy.gov.in)

2. RKPAYMAY2013 – contains only PERSONAL NO (No name)/with many mistakes like IC Nos missing, Same IC Nos repeated twice etc..

3. indianarmy.gov.in says “Whose Names are missing in RKPAYMAY203 – to contact 011-26195669” ~ How?

4. No body picks up 011-26195669

5. Why doesn`t GPO New Delhi : MP 5&6 take the responsibility of intimating all affected officers? or They’re leaving this work also for RDOA…?

@Ram Subbuu, Maybe PCsDA/CsDA (N) and (AF) are looking for a way to tell the Hon'ble Supreme Court that they have not received the documents from many officers. Only they can explain to the Hon'ble Court why lists of officers whose documents have not been received were not put up from Jan 2013 instead of now with just 3 days to go, then.....

Don't the PCsDA/CsDA have copies of PPOs? And haven't they been monitoring/auditing pension payments for PDA have the PAN Numbers.

RDOA has made it clear that Contempt of Court action will anyway be initiated. A mitigating factor that MoD had stating it has paid all will now not be avialble or will MoD place the onus on those officers, many of whom do not have or know how to operate the Internet.

Let us not overlook the 'couldn't care less' disposition of the offices such as Naval Pay Office and AFCAO. There are scores of reports that arrears are held up due to a lack of initiative in getting audit queries settled for effecting payment of arrears.

The personnel when contacted are simply oblivious of the requirement of making the payment by 31st May. They appear to believe its business as usual.

Some warning shots across their bows or a cautionary stream of tracer fire past their cockpits may serve as a useful wake-up call to them.

In answer to Q 14 of FAQ on payment of 4th CPC arrears the CDA on its web has replied as under:


Q.14: It has been intimated that my IRLA has been destroyed in PCDA (O) Office after expiry of retention period. What action will now be taken regarding payment of my arrears?

Ans : Some data required for calculation of arrears in case of Officers, whose IRLAs have been destroyed, has been received from IHQ of MOD (Army). Since the data is not sufficient for calculation of arrears, a proposal for approach to be adopted in such cases is under consideration of MOD. Orders of MOD are expected soon. Action will be taken on receipt of orders.


Has MOD given a clarification on this as yet.
A big wake up call is certainly required.

The MOD/CDA Org deducted the pay interpreting the SAI on their own and thereafter UOI tried to wriggle out by filing case after case / prolonging the cse , hence it is their responsibility to find out the details of officers & pay them The onus is theirs and they cannot wash off their sins by passing them on the officers.
