Update:Implementation of OROP as on 08 May 14

The joint wkg gp as ordered by RM met on 08 May 14 to work out the implementation instructions on OROP. As known there is stale mate and dilution in the interpretation of the definition of OROP between the Services HQ and CGDA. Matter has been referred to MoD for resolution.

Seems to be long drawn battle.

It seems the babus are at it again. They must have something up to their sleeves. one by one they release, JUST TO DELAY THE OROP.Even the PM aspirant can not do anything at this stage, though RG initiated. probably, babus must be waiting for the new govt to take over and THEY GET a good name SAABASH FROM MODI SAAB.

Thank you for the update, RDOA. This ought to provide another opportunity for RDOA to drive home the issues and anomalies urgently required to be rationalized prior to / in conjunction with implementation of OROP as suggested in my earlier comment on a previous blog-post.

As long as CGDA( Compulsive G#### Destructive Actor / Actress rules the MOD,there is little hope of resolving the issues of OROP / Rank Pay.In any case the present Govt is in a state of mourning & busy in " Last Rites " ceremonies & hence no major policy Decisions are likely to be taken.,especially the OROP or issue of orders for grant of arrears to pre 2006 retires wef 01 Jan 2006 after dismissal of Curative Petition in the Apex Court.Long live the King / Queen.Friends, just enjoy Life as it is with present comforts /resources & shed negativity.
Let us leave it to the next Govt & acumen of Mr ModiI A million dollar question

Same old tactics of dilly dallying the issue and not being competent enough to analyse and interpret simple things and take a decision. May God give some sense to the civilian bosses.

I think the new govt will resolve this if they remember the promises made to service people while campaigning for a win in election.

This was expected.This is mentality of Babus as for as Armed Forces is concerned.High time Chiefs take a firm stand unitedly and do not let the Babus dilute the definition of OROP.

This Govt or the next after 16 May, nothing is coming through in the near or far future. Let us keep fighting and getting the solace sometime from our great POLITICAL leaders who announce and promise everything just before elections and then leave our fate in the hands of BABUs. Why cant they ensure the compliance in letter and spirit?
All these 4th, 5th and 6th CPCs, nor our Govt have been able to deliver the justice and resolve the anomalies all these years. We the veterans may not even live that long to see the justice having been done to us, if at all it is done or seem to have been done some time in the future. .

Come on Veterans, see the silver lining in the (MoD's) dark clouds - there will be arrears for April defintely, if not also for May and possibly June by the time the file travels across Raj Path to North Block and back to South Block (traffic and VVIP traffic hold ups included!).

It is the end of the road for UPA2
It is now, not even the dying moments. It is dead for all practical purpose.
It is now clear the UPA was never serious about OROP. It was just a poll gimmick to garner ESM votes.
Now, we have to wait and see what we get when Modi takes over the reins. After all, Modi kick started his election campaign with the ex-servicemen rally at Rewari.
I hope the babus will atleast now, implement the OROP as defined and accepted by the ex-RM.

I don,t think it was a poll gimmick.Aim of UPA was to bring ESM under their banner by giving OROP before the election.Govt was serious about it but RM failed to implement it.Babus just made him fool and he is used to it.Now let us wait for NDA to implement it.I only hope that Gen V K Singh wins and take over as Defence Minister.Babus won,t know which way to run.They will be taught as to how order given by RM is implemented within time.

That is what makes it so sad, especially when viewed in conjunction with the manner in which the initiative on the Rank Pay matter also got bogged down.

How can an affected person ever be sure whether these delays and flawed implementations were acts of sabotage by the administrative machinery or occurred with political sanction at some level?

Why is it taking so long to implement the ex RM's directive on OROP? Is it purely due to, what is perceived as, negative mindset of the bureaucracy or, is there something more to it?
One major point of issue is, how do you work out the pension for a given rank with a given length of service? I am sure, if the task is given to 'N' number of veterens, they would come out with "N" number of differing solutions; which means, there is no clear cut definition for OROP. Why then blame the Babus alone, who are, in any case, programmed to give the least benefit to the faujis?
Add to it, the factors/ distortions introduced by AVS effect; officers of pre-AVS period are the big losers; for example, you have some officers with 25 years of service eligible only for Major's pension, whereas currently officers with 20 years of service draw Lt Col's pension. This is a gross injustice to such officers. If you want to help them, you have to change the definition of OROP, which takes you back to square 1!
The issue of OROP is more complex than it appears and no wonder, it is taking so much time to implement! Incidentally, I am a veteran, awaiting the outcome.

Despite shamefully loosing out on Curative petition, the Babus are not keen to implement the Rank Pay. How then can we believe that they will do something for OROP, specially when such a weak and spineless RM is ordering them??

@Sainathan, I agree with you and your agony like that of many others like you and me who will keep on waiting for some fruitful outcome of all this babugiri and disinterested politicians. Super senior veterans in their 80s or late 70s may not even live to get any benefit if at all these babus at some time get softer towards old faujis. OROP and all its anomalies and problems have to be sorted out and resolved at the earliest. And we do hope our RDOA is and will be doing all to get justice for us.

now that there is a change of guard at the center,we can hope for quick results.the first good sign is that the beuracracy has been asked to intimate the status of all pending

Ask Sri Chidambaram who delivered the Budget Speech what he meant by what he said. AND look into File Notings. You will get answers to many Questions. You will also get to know who is responsible (and also How) for delaying implementation of OROP

Babus of Min of Def,Min of Finance and Min of Law should be specifically asked to give the list of pending Court Cases against Veterans indicating in each case: 1) how many years have elapsed since Day1 2) How many rounds(Appeal,Review,SLP,CP at High Court, AFT, Supreme Court)have been played and results thereof 3)In how many cases of finality of judgement,remedies have been implemented,in letter & spirit 4)How many Veterans have died before receiving the benefit of Implementation 5)What has been the cost of all these litigation vis-a-vis the benefit received by Veterans 6) Who are the people responsible for the long delays/non-implementation 7) In view of above,how many Depts (like ESW etc) can be closed down or pruned in the interest of speedy actions/avoiding duplication of work/improving effectiveness 8) Establishing Accountability for Right or Wrong actions

I too believe things will move fast now, with Modi at the helm. He definitely seems to be a man of action, who will in all probability, take full control of the situation and allow any further nonsense. He has to present the budget and the allocation for the OROP certainly needs to be finalized before that. So, you can see a lot of hope for early and favorable resolution of the issue.
